1. Normal Operation: During typical conditions, wastewater flows from your home’s drains (like sinks, toilets, and showers) into the main sewer line. The backwater valve remains open during this time, allowing wastewater to exit your home freely towards the municipal sewer.

2. Flood Conditions Begin: During a heavy rainfall or flood, the municipal sewer systems can become overwhelmed. This excess water can start to reverse direction, attempting to flow back towards homes.

3. Valve Activation: As the floodwater attempts to reverse into your home’s sewer line, the backwater valve detects this reverse flow. A flap or gate inside the valve, which normally stays open to let wastewater out, automatically closes when it senses the backward flow of water.

4. Blocking Backflow: Once the valve closes, it creates a seal that prevents the floodwaters and any sewage mixed with it from entering your home through your drainage system. This helps protect your basement and lower floors from flooding and potential contamination.

Owners of single-family homes, duplexes, triplexes, or fourplexes can apply online for a subsidy of up to $3,400 per property to install flood protection devices. Eligible improvements include the installation of backwater valves and sump pumps, as well as the severance and capping of a home’s storm sewer or external weeping tile connections.

Eligibility Requirements: 

​​

  • Ownership: You must be the registered owner of the property.

  • Subsidy Cap: Your property must not have reached the lifetime maximum subsidy amount for eligible installations.

  • Property Status: The subsidy is only available for existing homes, not those still in planning or under construction.

  • Downspouts: Ensure your property’s downspouts are disconnected from the city’s sewer system, or you must have an exemption from the City.

  • City Compliance: All front yard paved areas, including parking pads, must meet the City’s Zoning By-law requirements.

  • Application Timing: Applications must be submitted within one year of completing your flood protection installation.

  • Licensed Work: Your contractor and any sub-contractors must be licensed by the City of Toronto for the installation work at the time it was performed.

  • Invoices: You must provide original invoices from licensed contractors or sub-contractors with your application.

  • Financial Standing: You should not have any outstanding taxes or debts to the City of Toronto when your application is processed.

  • Application Process: Submitting an application does not guarantee a subsidy. Funding is first-come, first-served and depends on the annual budget approved by the City Council.

Halton Region (Oakville, Burlington, Milton) - Backwater Valve Installation Subsidy 

The Halton Region’s Backwater Valve Installation Subsidy covers 50% of the expenses for both materials and labor required to install a backwater valve, offering up to a maximum of $675 in financial assistance.

Eligibility Criteria: 

​

• Installation Location: Backwater valve must be installed inside the home; external installations are not eligible.

• One-time Subsidy: This subsidy is available once per property.

• Residence Location: The property must be located within Halton Region.

• Wastewater Services: Eligible properties must be connected to municipal wastewater services, not septic systems.

• Eligible Dates: Only work completed after July 1, 2016, qualifies for the subsidy; work done on or before this date is not eligible.
